Can I get my 401K retirement saving even if I leave the country without US citizenshi

I've Green card presently but if I'm planning to go back to my home country after 2 or 3 years without applying for citizenship what do I do with 401K retirement savings. Can I rollover that to IRA and withdraw after my retirement even if I live in different country OR I should pay the taxes and penality and withdraw before I leave the country? What happens to my Social security benefits? Do I get that back after my retirement?
