Good one there.
Well, for our Yank friends here's what a skip is: Skip (container) - Wikipedia, the free encyclopedia

Now to the question.
Following the wiki links I came across this one: Truck - Wikipedia, the free encyclopedia

There is mention of a semi trailer being made in 1881, so I would think sometime around then.

Lowtax, sorry mate wrong truck there.
On a skip truck the rear collector (skip) is lowered from the truck bed and left to be filled with rubbish.
The truck then returns sometime later to collect the full skip.

Check out my first wiki link.

I saw that one, i should have been more specific, if you read the history it mentions this:

In 1937 George Dempster invented the Dempster-Dumpster system in which wheeled waste containers were mechanically tipped into the WCV. His containers were known as Dumpsters, which led to the word dumpster entering the language.

It was the first mention in the history section of a vehicle for picking up a waste container.

In the UK Dumpster are refered to as Dust Carts or Bin lorries.
Dumpsters are basically a large volume wheeled bin.
