Bradband speed

Hi,
Happy new year to you all. I am facing a peculiar problem in using my boradband connection and hence need some help from experts to get an explanation about it.
I was using a 256kbps BB line provided from a landline telephone company for the last one year. It was working fine, when the company decided to increase the speed upto 2Mbps from this year. Since then, I am not been able to surf smoothly. I found out one reason myself. The speed of data transmisson is not stable. At times it goes upto 1.5 Mbps, and within few minutes reduces to 250Kbps. This could be one reason why portals are not openning smoothly, or entering into a yahoo chat room through yahoo messnger has become painful.
What I want to know, if the telephone line through which I am connected (thats a normal wire), is good enough to cater such speed in a steady manner? If experts feel so, please let me know, so I can talk to my company in reference of your comments. So when you please type in some suggestion, please do make a reference of your qualifications too in this field if any, so I may use it while talking to my company as an expert's opinion.
