Limited Connectivity Message

I have an HP Pavilion dv2718us Notebook pc, and I had setup a Belkin G+ router and my internet connection was working on my lap top... but then I tried an accessing point @ school & I couldn't get it to work & know when I try logging to the internet @ home is doesn't allow me.

It says unsecured network... and limited connectivity? How do I fix this problem? I have read and read & tried unplugging the modem, etc. but I still can't figure out the problem.

Can someone help on where I can go to fix this problem. I also tried the self-repairing but it wouldn't work.
