sending an e-mail function blocked

cannot access function to compose e-mails . window comes up stating" if you have a pop up blocker make sure it is disabled." how do I rectify this malady?

Find and click on "Tools" near top of screen.

A drop down window should appear.

Click on "Internet Options."

Click on "Privacy" tab at top of window that appears.

Find pop-up blocker item.

If pop-up blocker box is checked, click on it to disable.
