Problem in Save Target as option on some sites !!!

Can anybody give me guidence ?! Whenever I'm going to download some PDF documents linked on any site this problem occurs !!!

(1) I just right click on that link
(2) Selected save target as
(3) While it shown me the the getting file information it shown the file link as *.pdf but, when actually it gives the Save as form it is not showing the save as PDF option instead of that It is showing Save as HTML !!! why it is happening with me many times ?! Can anybody guides me ? Is there any web programming master reading this question ? Please answer me sir !!!

Don't do a Save Target. Open the PDF and then chose the Save from within the PDF.

Hi,
Do you let the document load? In other words, do you give the document time to be seen on your computer screen?
Then, after it loads, click on the small icon, top left, of the document, called "save". You can hold your mouse cursor over the icon, and see the words pop up "save".
Once you click on the icon, you can then select where you want to save it.
Best wishes.
PS; Some sites may have the "save" option blocked, where you can't save it.
