It keeps the message and continues to send repeatedly

Open outlook express. Click on tools/options/send tab. Make sure that the "send messages immediately" box is checked. The "save copy in sents items folder" should also be checked. If they already have checkmarks beside them, uncheck each one, click apply then close out of OE and reboot the computer. Finally, go back into OE and recheck the boxes, apply, then reboot again.

This is a longer work around for this problem

Empty the Outbox in Outlook Express, move any messages you want to Send later to the Drafts folder.

Close Outlook Express.
Do a Search for .dbx files.
Search:
Start > Search > For Files or Folders > All files and folders,
In the field for: all or part of the file name
Key in:
.dbx
Below that, click on More advanced options
in the field: Type of File, select (All Files and Folders)
place a checkmark in:
Search system folders
Search hidden files and folders
Search subfolders
click Search

Locate the Outbox.dbx file and delete it.
Restart Outlook Express, a new Outbox.dbx file will be created.
Send yourself a Test message to see if it leaves the Outbox.

You may need to enable Show Hidden Files and Folders to see the .dbx files.
Windows XP:
Open My Computer,
Tools > Folder Options > View tab,
under Hidden Files and Folders, verify Show Hidden Files and Folders is selected.
Remove the check mark for Hide Extensions for known file types.
Apply, OK to save and close.

Try one by one (pick the order) and verify.

- You need to delete the OUTBOX Folder (outbox.dbx), not only the content of the folder.

- Disable anti virus outgoing email scan.

- Increase Hardisk space.

- Empty your Inbox folder (move to another folder outside your Inbox)

- Create New Identity.

- Register an important send/receive library file.
Go to Start > Run and type regsvr32 inetcomm.dll and hit OK.
Then also type > regsvr32 OLE32.DLL and press OK.

I was having this exact problem and found the solution in a few other strings on this site. What the consensus seems to be (and what worked for me) is that when your outlook or outlook express folders total up to 2Gig of space, it cannot hold any more files. This problem is easily fixed by deleting some unnecessary files or moving them out of outlook into another folder. Another solution is to archive (compress) some files. As long as you create some more space in outlook/outlook express the problem will be taken care of.

The reason files cannot be deleted is becuase there is no room to put the deleted file. Similarly the files dont leave the outbox because theres not enough room to put them in the sent folder. Since the files never left the outbox, they get sent everytime outlook auto-sends/recieves.
