The .BIN file is a CDRWin CD Image File, the .CUE file is its control file.
You should use the CD-burner program (CDRWIN) to create the CD from that image. If you don't have CDRWIN, try your CD burner program - it may work too.

Hmm i see thank you. I have Nero Express as my cd burner software? Do you think this will do the job? Also do i burn it as a data cd? and will this still work as the file is too big to burn onto cd and i may have to compress it using win rar

Nero will probably do the job, try it. Normally it should fit on a CD, the size of the BIN file is not exactly the size of the CD it was made from. Use a 80 minutes CD if you have doubts. Besides, Nero will tell you if it won't fit. Do not copy the image to the CD! Select to create a CD from an image file.
Do not compress (RAR) things, this for sure won't be of any use.
A game is a data CD, yes, but as said, select CD Image from Nero's first menu.
