Every time I try to send mail I find this message "Oops" error code 008 try in few minutes

From the error code number it looks like you are using gmail. You should clarify such things so others can help you easily. If you are using gmail go to the below link and follow the instructions from the gmail help centre.

The port was filtered.....by the admin unless you using a good internet at home I think no errors should appear....
