access to sites etc

i keep recieving a msg box which reads "the requested look up key was not found in any active activation context" whenever i try to access some sites or keys on my tool bars, i cab't download firefox cos' of this frickin box cant access my emails through messenger, it's drivin me mad. have i been bugged and if so can i trace the bug to its source? or is it just a simple setting i can't fathom????????????????????????????????????????
