I was looking for parts for a machine, and this site popped up
however, the site does not give information about how to obtain
the part requested. Does anyone know how to order from this site
or exactly what this site is?

I've run into sites like that before! I don't know what the deal is, but you might have some luck trying to contact the owner of the domain:
