Window Chains Painted Over - What can I do to get the window to open and close?

When someone painted the windows of my apartment (a long time ago), they painted over the chains that allow it to open and close. The window opens, but stops short of getting the air conditioner in the window.

Can anyone suggest what to use to get the window to open just a bit more? I don't know if I should try to smear Vaseline or something else on it. Thanks so much for your help.

do you have the OLD window, if the chain is paint to track just pry it loose or tap on the chain to loosen up , make it flexible. you may have to scrap the paint of the track.... the chain/rope is hook up with a weight inside the track for counter balance
