Short answer, yes. The laminate will absorb water, swell and mildew requiring a total tearout. Believe it or not carpet without backing is a safer bet. It can be dried before it mildews but both coverings can be a pain if soaked. Armstrong makes a vinyl tles strip that looks like laminate. You night want to look into that.

I agree with the first response. yes it will destroy the floor. not many good answers. another option depending on purpose and use is ceramic tile floor. most people i know who have water issues in the basement will paint the floor and have area rugs.
