Securing toilet to concrete pad

My toilet started seeping a bit, so I removed the toilet so I could get to the wax seal. In the process, one of the bolts anchored in the concrete floor snapped off level with the floor. This toilet drains through the wall rather than through the concrete floor. It was held in place by one floor bolt on each side and 2 flange bolts at the rear (from the wall). Now that I have the wax ring in place, it seems impossible to set the toilet on the one remaining floor bolt and also get it onto the flange bolts at the same time. Is there some way to get those bolts out of the concrete and reset new bolts after the toilet is in place?
