Are you speaking of filling in cracks in your foundation?

If so, you can use "mortar" both inside and out.

PS. If they are significant, or include obvious bowing, you should have someone check it out to determine the cause. Any significant shifting of your foundation is caused by something that needs taken care of...not just a filling in of cracks.
