laminate floor installation

Replacing carpet with laminate flooring-carpet glued down-90% of rubber backing stuck to floor-no easy way to remove-but its perfectly smooth-except for small areas that came up with carpet-any reason the laminate underlay and floor cannot be applied OVER the glued down carpet backing??
