Can you surface mount a Harbor Breeze ceiling fan?

Most of them can be flush mounted if thats what you mean(with no down rod ). which model do you have ?

I second the above answer.

Or do you mean screwing it directly to the ceiling, without an electrical box? If so make sure it is securely fastened to a joist and all wiring connections are done within the fan's metal canopy.
