What are you transitioning too carpet, vinyl another laminate ? They make a transition bar that has a plastic track that goes down first and then the transition snaps into that track. In order to do that you could either try liquid nails or similar high strength adhesive or what I would do personally is lay the track in place where you want it to go. Then mark the holes that are already in the track so you have good clean marks on the floor drill 1/4 inch holes with masonry bit about 1 inch deep. Now cut an appropriate size dowel and insert it into the hole be sure its as flush as possible with the concrete . Now you can put the track down by either nailing or screwing the track down if you use screws be sure not to over tighten. Now just snap the transition in place. All done! GOOD LUCK, AC

I find construction adhesive by it self works very well but make sure you scrape up the loose paint and Debris first. Sometime it takes 3 days for it to dry so it will have to be weighted to keep it from moving.
