Maryland Geico insurance

My car was stolen on Feb 8th, 2007 in Maryland. Geico came up with a settlement with my car on or around March 8th, which is the 30 days. All paperwork was signed, keys and title was returned to Geico. My lien was with my credit union. I was told by the representative that they were awaiting paperwork from credit union to actually cut them the check to pay off my car. On yesterday, March 16, I received a call from Geico saying my car was recovered. I thought 30 days was the cut off time. Now they are telling me to go get my car, because an actual check was not yet sent out.

Is this lawfully right? Because of sigining all the paperwork of the settlement i have now gone out and signed a contract on a new car.

What are my rights since it has past the 30 days?
