How to buy vehicles from insurance companies

If I have the skill to repair vehicles myself or have the wherewithal to do the same, can I buy vehicles that have been in collisions from insurance companies directly?

Or do I need a license to do so?

I reside in the state of California, if that makes a difference.

Please help if you can.
