Carrier Gas Pak Unit

I have a Carrier Gas Pak Unit. Aproximately eight years old. The air conditioning works and the fan works. When I switch the thermostat to heat, the unit does not come on. It's like the electricity needed to ignite the burners is not reaching the unit. I have flipped the circuit breakers to the gas pak and to the entire house.

Any suggestions on what's wrong?
