three phase service disconnect

I looked at a service disconnect by a church's meter. It was
three phase with two different wire sizes. The small conductor
had orange tape;presumably the wild leg. The two large wires
were fused at 150 amp and the small wire at 90 amp. Is this
right? I don't think there were any 3 phase loads.
