Noise prevention

I have a question about noise prevention or something.
Is it possible to prevent outgoing sounds and noises for a specific open-air area such as nightclubs ?
Couple of years ago I remember reading an article about this. But now it doesn't seem to exist on internet . So I've ended up asking it to you..
