is 230 vac from a 120/240 1 phase, 120/208 3 phase, or 480/277 3 phase system

I'll answer it this way. What's 240 +-10% and what's 208 +-10%?

230 falls somewhat between these tolerences and usually we are talking about motors.

If you want 230, you would have to create it with a transformer or use a buck-boost transformer.
