Are we eligible for relocation?

I am a US citizen and my husband is a Mexican citizen. He was a permanent resident in US for 21 years before he was deported for being convicted of a felony. He has lived in Mexico for 3 years now and we would like to know if he would be eligible to relocate to Canada. We would relocate as a family, we have 3 children who are also US citizens.
