I have a question about H1 transfer. Here is the situation:

My H1 was processed by company A for 2005 quota. But they are not in position to call me to US. Now there is a company B in US which is ready to transfer the H1 visa. But they told me that they cannt do it while I am in India and I need to enter in US on company A's visa, before they can transfer visa for me.

I have following questions in that regard.
1. Can one enter to US on legal H1 visa of company A even if company A has not called him.
What are the risks involved if one tries to do that?
2. Can company B transfer H1 visa of company A when the candidate has not at all worked for company A and hence does not have any pay-stubs.

Your advice would be of utmost importance.
