OPT to H1 B transfer

Hi,
I am a MS student. My OPT start in August 2006 and ends August 2007.
If I do not file for my H1 this year and apply for it in the next quota - April 2007 will my H1 be processed before my OPT gets over. Or am I taking a risk?

Any information will be appreciated
