L1 Visa Limitations (Law, Tax, Etc.)

Hi,

I have a friend who is now in USA and granted for working visa. However, his visa is L1, that is, he is an employee exchange by the foreign-counterpart of US company. Currently, the US company cannot offer any projects and he has been staying at home for 2 months. He would like to work part-time to other company but he can't due to restrictions on his visa. Is this true? What are the restrictions/limitations of L1 visa, as set by the US government?

Hello, I only neet to know what king of limitations has the VISA L1, eg actually I work for a company but other company offer me a new work, the new company can transfer my VISA L1??
