citizenship ?s when dealing with INS

My fiancee in currently incarerated in an Ohio prison serving a possible 6 year sentence. He just recently got a detainer put on him because INS supposibly claims that he isn't a legal U.S citizen, which technically he isn't yet but is a green card holder. See he has lived here since he was 8 months old and is now 27. His father and his 2 siblings got their citizenship when he was in a juvienile detention hall for being an unruly child when he was 16, then his mother got hers when he was 20 and I was wondering if that is a factor on whether or not he is held liable for that and if there is any way we can get this darn detainer lifted. Any answers to my ?s would and will be so greatly appreciated, thank you for your time.
