How do I get my fiance in the U.S.

Recently my fiance has been in mexico for about one month, his step dad applied for him to get his visa to enter the U.S. It has been taking a while and we still do not know what he has to do, if he has to wait there or if it would be best for me to apply for him to make the process faster. What can be done in this situation?
