How to Change H4 to F1 Visa

Hi,

My daughter (my dependent) is currently on H4 Visa and she would like to change her status to F1 Visa considering that she will be turning 21 next year. Please advise as to the process and procedure of changing her status from H4 to F1.

Your help and advise is greatly appreciated.
