The UK home office is the best place to start;

Border & Immigration Agency | Border and Immigration Home

They will be able to give you all the information and forms you need to help your friend!

Good luck!

As far as i know a working holiday visa is not something that exists. He can get a working visa, in which case a UK company would need to hire him before he arrives and sponsor him for a visa OR he can get a travellers (holiday) visa, but these are limited to 6 months and they are rather strict about renewing this type of visa more than once.

Does he have UK job prospects?
