Expired I-551

I am German and got married to a US Citizen in 1991. In 1992 we moved to the US and I was issued a 2-Year I-551 Card. 2 Months prior to my 2-year anniversay, he transferred back to Germany with the Army and we had moved back to Germany for about 2 Years. Meanwhile, before we had left the US to go to Germany, we contacted the INS and we were told we have to file papers over there once we arrive. Well, went to the US Embassy there and were told, we were suppost to had filed it before leaving the US. After my husbands finished his Military time there, I had reentered on the Visitors Visa. My I-551Card expired Dec-1994 and we returned Aug 1996. Everytime we go to USCIS offices, or just calling them....we get different answers. It got to the point where I had called the former INS and tried to report myself to be deported. There I was told, since I am still married to the same person, all I had to do was file Form I-90. Once again, at the office they just send me away again. Now we been married for 15 Years, we have 2 Children (US Citizen). Could anybody please help and let me know what we have to file and what I can do to get this straighten out? Could I be Deported? We can't hire a Lawyer, since we have only one income. Is there maybe any Pro bono Immigration Lawyer or any Service that could help us in any way? This is tearing this family apart and we simply don't have the $$$ to keep filing Forms that are not the right ones. We are desperate...
