Can an employer file for a green card for an existing L1b visa holder?
My l1b visa has been applied for extension.
Can a new employer file for a green card for me when the extension of my L1b visa is in process?

Yes. Please note that most L-1B's are EB 2nd Preference, so you will need to file for a DOL labor certification. This is a fairly long process.
