Talent Acquisition

We are looking at hiring one top quality professional services consultant per quarter or more if conditions support it. How do we best develop a standing process around finding, screening and pre-testing a steady stream of best in class consultants? Once we have them how do we ramp them up quickly and not have low productivity be a drag on the balance sheet?
