employment convicted felons

Are there any particular rules or regulations for the employment of ex-convicts in NYS? If so, can you tell me what they are or where I can find them?

no, they get hired like anyone else, each company will have its own rules.
And some professions have restrictions.

Exactly and many - if not all - professions will not license a convicted felon in NYS.

There are two levels of Certificates available which verify that the felon has met all the conditions of probation and is off probation - but they really don't count for very much.
