Horseshoe Pitching - Securing Stakes

Thanks in advance for help.

I have set up my court in the backyard according the the A.H.P.A. Court Layout, but with all my efforts, I am having trouble keeping the stakes solid & secure. I have tried tamping the ground surrounding the stakes, but the stakes are still loose in the ground.

I suspect the answer may be to secure it in concrete, but am a bit reluctant to do this.

What do other horseshoe pitchers do to solve this problem?
