Toshiba remote response delay by TV

I have a problem with a Toshiba, model 27a45, television responding to the remote control unit. The Toshiba remote that came with the set begins to control the TV, like surfing channels, but stops and it is necessary to wait before the TV will respond to additional keypresses. I have tried 2 universal remotes, properly coded to the TV model, and they do less than the remote that came with the set. My best guess at this juncture is that the problem is in the TV and not in the remote. Is there a special circuit in the TV that responds to the remote keypresses ? The problem stated above, surfing for example, seems to be random. At times it is possible to click through several, more than 3, channels but then at times only 2 or 3 before the need to wait to continue surfing.

I would appreciate any insight to this problem before taking the set in for service.

Have you tried installing fresh batteries?

Here is some info on how the Infra-red LED and detector works.
