Selling wav samples on eBay.

Where do people get the wav samples and loops (used by computer musicians), that they sell on eBay? I have often wondered this. I know some of them duplicate commercial samples illegally, but I'm NOT interested in commiting piracy. So where do they get their samples? Are they copyright-free, or do they make them themselves?
