my dog whines all the time

I have a ten week old dachshund puppy. Whenever I return home from school or anywhere she whines nonstop for about an hour. How do I act towards her, because I don't want to reward the crying, but I have a heart :P?

My 14 week yorkie is crying in his crate all the time and I am in school so I need all the sleep I can get but I can't get any sleep if he wines 24\7 in his crate! Please please please help me! PLEASE
