When did Canda begin accepting more Immigrants from Third World Countries?

Every country has a mandate to accept so many immigrants no matter where they are from, but hae strict rules on testing for communicable diseases. I dont know what you mean by accepting 'more'. Where did you get the idea that Canada was accepting more immigrants ?. I dont know how the common citizen would know just how many had been accepted.
