How is the fan controlled, a remote, wall control, or pullchain?

Ok, that is the problem. If you're going to control the fan with the wall switch, make sure you have the pullchain set to high.

Ok, with both the pullchain and wall control set to high, how does the fan behave?

    Try bypassing the wall control.

Sorry, the wall control is just an on off switch... no speed control
    Thanks

What was installed in place of the fan, and did that work OK?

Ok presumably something is wrong with your fan. Most likely, since the fan is new, a bad connection. You should take it back.
