    A Web site is a collection of HTML and other coded files stored on a WEB server. To create a web site you have create your site files and place such them on a WEB server.

    I think what network is asking is a bit unclear. May be he is asking the procedure to launch a websit. Can yo be a little more clear, what I mean do you want to start a website or do you mean designing a website.

    There are a lot of tools that aid in authoring a website. You can use anything from Notepad, up to sophisticated tools like Dreamweaver
