Usually in the small electrical compartment located in the service panel of the unit outside.

Thanks to the previous poster. I found the capacitor.

Symptoms: Small amount of warm air coming from vents. Outside, I can her a humming noise, but the fan is not turning. I can manually turn the fan, however. The unit had something replaced last summer, but not sure what it was. Capacitor doesn't have any bulging or leaking that I can tell and looks ok except for the rusted looking piece on the top.

You might want to check for 220 volts at the outside disconnect. Also check the fuses in the disconnect if there are fuses in there. Check inside A/C breaker also. You might be hearing the outside contactor hum. It runs on 24 volts from the inside unit and will still make contact with out 220 volts outside.

It is fairly easy to do a rough go/no go check on a capacator if you have an ohmmeter. Shut the power off, disconnect one lead, and discharge it. Hold the ohmmeter leads to the terminals. You should start with a high reading that climbs off scale. Steady at any reading, and you have found your problem.

If it's a dual capacitor (three terminals) be sure to check the common terminal and the fan terminal. DON"T FORGET TO DISCHARGE IT FIRST.......
