Kitchen and Bath Exhaust Vents

We recently purchased a new-construction home. After two months, with the strong winds blowing, our exhaust vents from the bathroom and the kitchen are constantly making a banging noise---as if the vent covers are beating against the vent.

Is there a fix for this? Our builder told us "that's just the way it is." I have lived in numerous single-family homes over the past 50 years in all parts of the country and the world and NEVER have had a problem like this.

Do we need a new/different exhaust vent on the roof?

Is there a vent flap (or vent unit) inside the house from the kitchen (stove/micorwave) and bathroom that could be improved on?

The builder should have picked a better location for your vent termination. The real cure is to move the vent discharge pipes from where they terminate now to a location where the wind is not so strong. Usually there are one or two locations on every house that the vent can be placed so the wind will not blow back the vent and into the house.

Vents have dampers and that is what you hear banging around as the wind buffets the damper.
