Goodman 4 ton HP

I have a Goodman 4 ton HP CPJ60-1. Outside unit was coming on but the inside blower motor did not come on. Now the outside unit does not come on at all in either mode.
Where should I look?

Check breakers, check for 24 volts to the control board at Y and common

Breakers are fine, I'll have to check for volts at the control board. Inside blower motor hums but doesn't start, cage spins freely.

If the inside blower was not running is their something that would trip the outside unit because of this?

No there isn't. I'm curious why the indoor blower isn't running tho, maybe a bad capacitor. Does the motor get really hot?

Yes, motor gets very warm and stops humming, I will replace the capacitor. Still puzzled on why the outside stopped running

Yes it sounds like the motor or capacitor are bad, thermal protector finally opens and turns it off when it gets to hot.
