central air unit outside works but inside doesn

my air handler unit inside works, but the outside unit only makes a humming noise and the fan doesn't turn. I can turn the fan by hand so I don't think it siezed up. Any thoughts on what's wrong?

I stay in a mobile home and my ac unit won't come on from the inside of the house but the unit will come on outside.

My blower stopped working on the inside unit the wheel spins freely and I twisted the red and green wires together and it still don't come on what could it be

When I run the central air(i live in a condo that has a unit in the closet)after about 2 or 3 hours ice starts forming on unit vent..then it melts and drips all over the closet floor..What should I do?
