our unit is not cooling and triping outside breaker, a carrier tech came out and said " system check good, charge good, amp draw on compressor good 18, so my husband replace the outside fuse and cooled well but know it is still running ,not cooling and tripping breaker, and know there is a pop noise coming from outside unit every 1-2 second please help

If the Carrier tech came out and said nothing wrong I would call him back to check it again. You paid for a service and you did not get results. They should not charge you again.
Your problem does sound like a short circuit of somekind. The breaker tripping a fuses blown is definately a short. Could be the compressor or outside fan. Yopu may disconnect the electric and check inside the unit for anything burnt.
