The compressor on my central air conditioner tries to come on but won't. I hear it trying to come on. The unit is attached to a "Beat The Peak" system. Could that be causing the unit to not come on?

My AC froze up and stopped cooling. I turned the ac off, and put the fan in run mode until the ice melted. When I turned the unit back on, the compressor did not come on. It is an Amana, just over 3 yrs old. Bruce
