So what are you telling us you would like us to do. If you tried resetting the circuit breakers and the unit will not start you will have to call for ON SITE repair. Probably the storm created a power surge and that is why the breakers tripped in the first place.

I understand your situation. The problem is that unless you have the proper tools and the knowledge to use them there is not much I can help you with. You already tried the circuit breakers and any further work would have you into the electric part of the unit. I do not feel comfortable addressing that situation with you since of your own admission you know nothing about these units. Electric can kill you especially if you do not know what you are doing.

You will be better served by having a ON SITE inspection by a professional who knows what they are doing instead of you trying to play with the electric circuits.

I bet the outside unit is not working. That will be a breaker with a bar across it. If you push it toward the on position and it's tripped, it will move slightly. To reset, turn to off, then on again.

Your heater/control board could have been damaged either irreversibly or reversibly. If there is an emergency switch on your heater, turn it off. Wait about 5 minutes and turn it back on again.

The t-stat is another possibility.
